COMMERCIAL . The half-yearly meetin g of the Bank of England was held on the 17 th , when the Governor stated that the net profits up to the 30 th of August last amounted to £ 687 , 672 . 35 . 9 d . > making the amount of rest up to that day £ 3 , 688 , 405 . 17 s . lid . After providing for the dividend of 4 ^ per cent ., the rest would be £ 3 , 033 , 520 .

17 s . lie ? . The court therefore proposed a dividend of 4 ^ per cent , without deduction on account of income-tax . The dividend was declared ; and , in reply to a question , the Governor stated that the West-end branch was proceeding very satisfactorily , though they could not expect a profit from it until certain expenses necessarily attendant on its establishment were liquidated .

The London and Paris Bank ( not being able to carry out the objects for which it was established ) is being wound up . Considerable excitement was occasioned in the metropolis on the 3 rd by the stoppage of the Royal British Joint-Stock Bank , with liabilities amounting to

nearly £ 600 , 000 . The losses have been over £ 200 , 000 , the greater portion of which appears to have been misappropriated by Mr . Cameron and some of the directors . Though it is believed the depositors will eventually recover their money , it will only be by the winding up alike of the company and the affairs of large body of shareholders .

The report said the income for the half-year ending the 30 th June last was £ 3 , 541 . 6 s . 6 d . from railway-accident policies and tickets , and £ 2 , 435 . 18 s . 8 d . for general-accident policies : together , £ 5 , 977 . 5 s . 2 d . ; against £ 4 , 570 . 10 s . lOd . in the corresponding period of last year ; being an increase of 30 per cent . The amount actually received for premiums during this period was £ 5 , 083 . 4 s . 3 dL , making with the balance of last half-year , and the interest on

investments , £ 7 , 588 . 8 * . Sd . to credit of the revenue account . The disbursements , including the ordinary working expenses and £ 535 . 12 s . 6 d . as compensation , amount to £ 4 , 036 . 9 s . 8 d ., leaving a balance of £ 3 , 551 . 19 s ., which , with the amount still due from the clearing-house and agents ( £ 894 . 0 s . lid . ) forms the sum of £ 4 , 445 . 19 s . 11 d . ; from which the directors recommend the payment of interest upon the paid-up capital at 4 per cent , per annum , free of income-tax , The amount of compensation paid during the period under review , £ 535 . 12 s . 6 d ., is smaller than usual , the number of railway accidents having been less than for some years . The report , which was unanimously adopted , said the financial returns for the current Michaelmas quarter are brought up to the week ending Saturday , the 13 th inst ., and the total cash receipts to that date amount to the large sum of £ 254 , 752 . 17 s . 10 d ., whilst the total withdrawals from September , 1852 , to September 13 th , 1856 , have only amounted to £ 33 , 672 . 5 s . 2 d . The cash receipts for the quarter from June 24 th to September 13 th are £ 13 , 590 . 3 s ., and for the

corresponding period in 1855 , £ 11 , 770 . Is . 5 d . ; the increase , therefore , is £ 1 , 820 . Is . 7 d . The total number of shares in progress , or uncompleted , up to September 13 th , 1856 , were 10 , 313 , and those completed to same date , 2 , 169 ; making the total number of shares to September 13 th , 1856 , 12 , 482 . The returns up to September 13 th , 1856 , of the register of the order of rights are as follow : —completed , 2 , 169 ; drawn , 2 , 443 ; seniority , 1 , 256—total , 5 , 868 ; and deducting rights exercised on
